บทคัดย่อ (TH) : 

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพทรัพยากรป่าไม้ การใช้ประโยชน์จากป่าและกิจกรรมการอนุรักษ์ทรัพยากรป่าไม้ 2) ศึกษาปัญหาและอุปสรรคการจัดการป่าสงวนดงหัวสาวของหน่วยงานรัฐ 3) กำหนดแนวทางที่เหมาะสมในการอนุรักษ์และฟื้นฟูทรัพยากรป่าไม้ กลุ่มตัวอย่าง ประกอบด้วยหัวหน้างานที่เกี่ยวข้องการอนุรักษ์และฟื้นฟูป่าไม้ จำนวน 9 คน โดยการสุ่มแบบเจาะจง ตัวแทนครัวเรือนจากบ้านน้ำพาก 205 ครัวเรือน จำนวน 136 คน และตัวแทนครัวเรือนจากชาวสวนกาแฟที่จุดหนองแข้ ห้วยพุง 85 ครัวเรือน จำนวน 70 คน โดยใช้สูตรของทาโรยามาเน กำหนดขนาดกลุ่มตัวอย่าง เลือกกลุ่มตัวอย่างโดยการสุ่มอย่างง่าย เครื่องมือในการวิจัย คือ แบบสัมภาษณ์แบบมีโครงสร้าง แบบสอบถาม และแบบสังเกต ผู้วิจัยเก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึก และการสังเกตแบบมีส่วนร่วมและไม่มีส่วนร่วม ใช้สถิติประเภทร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐานในการวิเคราะห์ข้อมูล SWOT Analysis และการวิเคราะห์ข้อมูลเชิงพรรณนา
ผลการวิจัยพบว่า 1) สภาพปัจจุบันของป่าสงวนแห่งชาติดงหัวสาว บ้านน้ำพาก เมืองปทุมพร มีการเข้าไปใช้ประโยชน์ในพื้นที่ป่าเพิ่มมากขึ้นเพื่อการเพาะปลูก และที่อยู่อาศัย ทำให้พื้นที่ป่าไม้ลดลงอย่างต่อเนื่อง 2) สภาพปัญหา คือ ยังมีชาวบ้านจำนวนหนึ่งทั้งชาวบ้านในชุมชน และนอกชุมชน มีการละเมิดกฎระเบียบป่าสงวน ได้แก่ การเก็บของป่าแบบไม่ยั่งยืน บุกเบิกพื้นที่เพื่อปลูกพืชพันธุ์ต่างๆ การลักลอบตัดไม้ การขยายพื้นที่ปลูกกาแฟ ยางพารา มะม่วง มัน การล่าสัตว์น้ำ-สัตว์ป่า และการตั้งถิ่นฐานในเขตป่าสงวน และ 3) แนวทางแก้ปัญหา คือ 1) หยุดยั้งการบุกรุกทำลายทรัพยากรธรรมชาติโดยการให้ความรู้และบังคับใช้กฎหมายอย่างเคร่งครัด 2) ส่งเสริมการมีส่วนรวมในการป้องกันและปราบปรามการตัดไม้ ทำลายป่า 3) ปลูกจิตสำนึกรักผืนป่าของแผนดินเกิด 4) ฟื้นฟูและดูแลรักษาป่าไม้อย่างยั่งยืน พันธ์กิจ (Mission) จะต้องทำ คือ 1) หยุดยั้งการบุกรุกพื้นที่ป่าไม้ทุกประเภทโดยเร่งด่วน 2) หยุดยั้งการลักลอบตัดไม้ทำลายป่า 3) จัดทำแนวเขตป่าให้ชัดเจน 4) สร้างจิตสำนึกรักและหวงแหนทรัพยากรป่าไม้อย่างจริงจังและต่อเนื่อง 5) จับกุมเอาผิดกับผู้ทีเข้าครอบครองพื้นที่ป่าโดยผิดกฎหมาย 6) ฟื้นฟูสภาพป่าที่เสื่อมโทรม ควบคู่การพัฒนาคุณภาพชีวิตของประชาชน 7) ป้องกันการบุกรุกแผ้วถางป่าของราษฎรรายใหม่ ในเขตพื้นที่รกร้าง หรือ เสื่อมโทรม 8) ปรับปรุงระบบการดูแลรักษาป่าโดยให้ทุกภาคส่วนมีส่วนร่วมอย่างจริงจังและต่อเนื่อง และ 9) ปรับปรุงและจัดสรรที่ดินใหม่ให้กับประชาชน

Abstract : 

The objectives of the research were to investigate the current conditions of Dong Hua Sao National Forest, Pathumporn District, focusing on utilization of forest, Physical condition and activities of forest conservation of people in Ban Nam Pak community and coffee farmers in Dong Hua Sao National Forest, to analyze the problems and difficulties the government officers in managing Dong Hua Sao National Forest, and to find useful guidelines for the national forest conservation and habilitation of people in Ban Nam Pak community and coffee farming community. The samples were nine officers of Dong Hua Sao National Forest who were selected by purposive sampling, one hundred and thirty six people in Ban Nam Pak community and seventy coffee farmers, calculated the sample size by Taro Yamane method and selected by simple random sampling. The data was collected by structured in-depth interview and observation with and without participation. The statistics used were the percentage, mean and standard deviation. Descriptive analysis and SWPT analysis were used for the study.
The study showed that the overall forest of Dong Hua Sao National Forest was almost destroyed continuously for planting crops and habituating area of people in the communities and out of the communities. Additionally, the research findings indicated that many villagers in the community and outside the community violated the laws and regulations, they collected forest products unsustainably, and they also invaded the forest by cutting a lot of tree for commercial farming crops such as coffee, rubber, mango, mango, including wildlife hunting and habitation. Lastly, the practical solutions for the problems consist of 1) stopping forest invasion and destroying the natural resources, 2) enhancing participation of all stakeholders in prevention and suppression of deforestation, 3) creating awareness of the importance of the forest, 4) and restoration and habilitation of the forest. Regarding the mission of all sectors, they should 1) stop and prevent forest invasion immediately, 2) stop illegal logging, 3) build clear forest zone and barriers, 4) create villagers’ awareness of the importance of the forest resources continuously, 5) punish violators of forest laws and regulations, 6) restore and habilitate the forest for improving living quality of the villagers, 7) prevent new groups from forest invasion, 8) improve a system for forest conservation through participation of all sectors, and 9) develop and manage farming areas for villagers.
