บทคัดย่อ (TH) : 

การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันด้านเทคโนโลยีสารสนเทศและการสื่อสาร ในมหาวิทยาลัยราชภัฏ และ 2) ศึกษาความคิดเห็นของผู้บริหารเทคโนโลยีสารสนเทศระดับสูงที่มีต่อการบริหารเทคโนโลยีสารสนเทศและการสื่อสาร เพื่อสนับสนุนการศึกษาแบบเปิด สำหรับมหาวิทยาลัยราชภัฏ พื้นที่วิจัย คือ หน่วยงานที่ให้บริการเทคโนโลยีสารสนเทศและการสื่อสารในมหาวิทยาลัยราชภัฏ กลุ่มภาคตะวันออกเฉียงเหนือ ได้แก่สำนักคอมพิวเตอร์ จำนวน 11 แห่ง เก็บรวบรวมข้อมูลด้วยการสัมภาษณ์ผู้บริหารเทคโนโลยีสารสนเทศระดับสูง จำนวน 11 คน โดยมีเครื่องมือวิจัย คือ แบบสัมภาษณ์กึ่งโครงสร้าง ผลการวิจัยพบว่า 1) การบริหารหน่วยงานเทคโนโลยีสารสนเทศ ผู้บริหารประสบปัญหาส่วนใหญ่ในด้านงบประมาณ ด้านบุคลากร และด้านโครงสร้างพื้นฐาน 2) ผู้บริหารส่วนใหญ่ให้ความสำคัญในการผลักดันและสนับสนุนให้มหาวิทยาลัยราชภัฏร่วมเป็นองค์กรเพื่อให้บริการการศึกษาแบบเปิดสู่สาธารณะในรูปแบบ MOOC

Abstract : 

This qualitative study aimed at 1) exploring the existing context of the information and communication technology management in Rajabhat University; and 2) understanding the administrator’s perspective toward the information and communication technology management to promote an open education in the university. The area of study was set at 11 computer centers providing services on the information and communication technology in the Rajabhat universities in the Northeast where the semi-structured interview was used to collect the data from those 11 administrators.
The finding was finally affirmed that 1) the major problems for the management is the shortage of budget, staffs, and basic infrastructure; 2) most of the administrator gives their priority to supporting and promoting the university network to manage and offer an open education system or MOOC for the public.
